When you are choosing a character, there should be four buttons. Take in the upper left, Modify in the upper right, Create Character in the bottom left, and Back in the bottom right. If you pick Create Character you should have a blank slate to work from with no skills or traits selected, and all SPECIAL stats at 5.
OTOH, if you select Modify, you will start with the skills, traits, and SPECIAL stats of the character you are currently viewing as you describe. Here, you should be able to change the skills by first deselecting one of the skills already chosen by clicking on the red button to the left of the skill. Then you should be able to select a new skill. Same goes for the traits.
